Born on August 17, 1983, in Illinois, he grew up in Florida and developed a passion for filmmaking at an early age. Using a VHS camera as a child, Haley began making home movies and exploring storytelling long before pursuing filmmaking professionally. He later studied directing at the University of North Carolina School of the Arts, where he refined his skills and learned the collaborative nature of cinema.

Haley started his professional career with independent projects, making his feature directorial debut with The New Year (2010), a low-budget drama that received positive attention and won the Audience Award at the Sarasota Film Festival.
