Fuller was born in Lewiston, Idaho, and began his professional career in television by submitting scripts to the Star Trek franchise. He successfully secured a staff position as a writer and producer, contributing to both Star Trek: Deep Space Nine (1997) and Star Trek: Voyager (1997β2001), where he rose to the level of co-producer. This period marked his development as a genre writer, focusing on science fiction and fantasy.
