Early Life and Education
Frank's musical journey began at the Peabody Conservatory of Music in Baltimore, where he studied piano and composition. Demonstrating prodigious talent, he performed as a soloist with the Peabody Orchestra at the age of 16. He furthered his education in Paris and later graduated from Northwestern University. His early career saw him as the youngest conductor on Broadway, leading productions such as The Me Nobody Knows at the Helen Hayes Theater shortly after turning 22.

In 1978, Frank relocated to California, marking the beginning of his prolific work in film and television scoring. His notable film compositions include Code of Silence (1985), Out for Justice (1991), Showdown in Little Tokyo (1991), and Best of the Best II (1993).
